Thurston County Public Record Types
Washington law does not treat every government record alike. The Public Records Act, chapter 42.56 RCW, governs identifiable executive-agency records. Court files follow court access rules. Vital certificates, voter data, protected addresses, and motor-vehicle information fall under separate laws. Start with the record set, then use the custodian and channel shown here.
| Record set | Custodian | Online route | Access and fallback |
|---|---|---|---|
| Deeds, liens, plats | County Auditor | EagleWeb index | Public instruments; limited web images; phone, mail, or counter copies |
| Property and tax | Assessor and Treasurer | A+ Parcel Search and tax lists | Free current roll; office or records request fallback |
| Superior cases and probate | County Clerk | Washington Case Search and Odyssey | Indexes are references; Clerk holds filed documents |
| District and municipal cases | District or local court | Washington Case Search | Online form, mail, phone, or court counter |
| Birth, death, marriage, divorce | PHSS, Auditor, Clerk, DOH, Archives | Selected historical indexes and forms | Product, age, relationship, and court rules vary |
| Custody and registry data | Sheriff, DOC, registry | Current agency tools | Current status only; agency request for other eligible records |
Sealed matters, adoption and juvenile files, protected voter addresses, some military discharges, recent certified vital products, and sensitive identifiers are not opened just because an index exists. Redaction means an agency removes exempt details while releasing the rest. The complete record may also be held offline.
Thurston County Auditor Record Access
The Thurston County Auditor Recording Services preserves deeds, mortgages, easements, covenants, plats, liens, leases, releases, real-estate contracts, land-corner records, fixture filings, and other accepted instruments. An Auditor File Number, or AFN, is the unique recording number. It is the best copy-order key. A name or parcel can also start an index search, while easement research may require following deeds and recorded maps.
The official online start year is not published, and privacy rules limit some images. A missing web result therefore does not prove that no instrument exists. All public recorded documents remain viewable at the office. Plain copies cost $1 per page. Certification costs $3 for the first page and $1 for each added page. Request by phone at 360-786-5405, visit the counter, or mail the AFN, return address, and payment to Auditor, Attn: Copy Request, 3000 Pacific Ave SE, Olympia, WA 98501.
The Auditor Document Search shows the official EagleWeb entry point.
Its session-based interface needs cookies and JavaScript. Use the office copy channels when the index, image, or historic span is unclear.
Note: Military discharge filings have special access limits, so ask Recording Services about eligibility instead of treating every DD-214 as an open deed.
Thurston County Property Record Fields
The Assessor's roll links a parcel to its owner or taxpayer, mailing address, situs address, legal description, values, exemptions, and sales. Situs means the physical site address. It may differ from the address used for tax mail. This distinction is unusually useful in Thurston County, but neither field proves who lives on the property. The Treasurer adds delinquency and foreclosure records, including published results for recent annual sales.
| A+ control | Input | Rule |
|---|---|---|
| Property number | 11 digits | A valid number overrides other criteria |
| House number | Text | Cannot stand alone; works with street |
| Street name | Text | Omit type and direction; three-character minimum unless house supplied |
| Display order | Dropdown | Taxpayer Name, Situs Address, or Property Number |
Official instructions also describe an owner or taxpayer name search, although the inspected legacy screen did not show that field. The A+ Parcel Search image records the controls that were actually visible.
Search results can then lead to sales, excise numbers, buyers, sellers, map links, and valuation history without assuming a field that the current form does not expose.
The county's property map routes connect parcels with owner and jurisdiction details.
GeoData is the better next stop for boundaries, permit context, and jurisdiction, while A+ remains the tax-roll source.
Thurston County Court Record Layers
Washington Courts Case Search is a free reference index updated daily. Select court level, search type, and court name; name, case-number, and business-name modes are available. Results can identify a court, case number, title or parties, filing type, status, and docket events. A docket is the chronological list of filings and hearings. It is not the pleading, order, or certified judgment itself.
The statewide search and Odyssey should both be checked because court migrations and exclusions differ. Thurston County Clerk holds the authoritative Superior Court file at 2000 Lakeridge Drive SW, Building 2, Olympia, and can supply eligible documents at 360-786-5430. District Court accepts its online record form, a printed form by mail, or a request at Building 3. Yelm Municipal Court keeps its limited local cases, while several other city matters route through District Court.
The official court-record routing page leads to the statewide controls shown here.
A no-result search is not conclusive. Try name variants and relevant court levels, then ask the correct clerk about archived or offline files.
Index versus record. Free search results provide references. The Clerk or court supplies the official document, applies access rules, and certifies copies.
Thurston County Vital Record Rules
Vital records follow chapter 70.58A RCW, not unrestricted Public Records Act access. Thurston County Public Health and Social Services issues statewide births and most Washington deaths from 2008 forward. The Department of Health holds state births from July 1907 and marriage or divorce certificates from 1968. The Auditor is the route for earlier marriage records, and the County Clerk holds divorce decrees and pleadings.
Anyone may order an informational product when available, but certified birth and death copies require identification and a qualified relationship or legal authority. The base state fee is $25, with possible order-method charges. PHSS accepts eligible counter orders at 412 Lilly Road NE in Olympia on weekdays from 9 a.m. to 4 p.m., as well as mail requests and questions at 360-867-2618. Historical records may transfer to Archives after 100 years for births and 25 years for deaths, marriages, and divorces, but transfer does not guarantee an online image.
The Washington vital records forms index separates certificate products and applications.
Use the dedicated form rather than a general county request. A divorce certificate is a statistical product, while the Clerk's decree is the court document.
Thurston County Public Records Custodians
Olympia is both the county seat and Washington's capital, so local and state systems overlap. These offices form the core handoff chain for Thurston County public records. Call before travel when a file may be archived, restricted, or held at another campus.
Archives inspection is free, though copying or special research can cost. Only selected local-government series transfer there. If a catalog search fails, return to the office that created the record.
Thurston County Custody Record Channels
The Thurston Corrections roster searches the current facility population by all or part of a last name and updates hourly. It excludes released people, so it is not a historic booking archive. Call Corrections reception at 360-709-5900 when the live search fails. Sheriff reports and case files have a separate records channel, with redactions possible for victims, minors, active investigations, medical facts, and private identifiers.
The Washington DOC Incarcerated Individual Search accepts a name or DOC number for selected current custody details.
Central and field files require a DOC request. A current roster, court charge, and official Washington conviction-history response answer different questions, and none should be substituted for another.
Thurston County Record Fee Differences
Washington's default records charges and product-specific schedules coexist. Inspection is free. Thurston County may charge 15 cents per printed page, 10 cents per scanned page, 5 cents per four electronic files, and 10 cents per transmitted gigabyte. Actual media and postage can be added. Customized electronic work may carry actual cost after an estimate and may require a deposit.
| Channel | Verified charge | Reason |
|---|---|---|
| General county scan | $0.10 per page | PRA default |
| Recorded document | $1 per page | Auditor product schedule |
| Certified recording | $3 first page, then $1 | Certification schedule |
| District certified document | $5 per document | Court schedule |
| Superior hearing CD | $25 | Hearing-record product |
| Vital product | $25 base | Chapter 70.58A product fee |
A ten-cent agency scan and a one-dollar recorded page are not inconsistent. The dedicated statute or office schedule controls the specific product. Ask for an estimate before ordering a long file, and use free inspection when practical.
Thurston County Recording Monitor Quirk
The Auditor acts in a ministerial role. That means the office records a properly presented instrument but does not decide whether its underlying claim is valid. Public notice and legal validity are different issues. This local feature explains why owners should review recording activity and report a suspicious instrument rather than assume intake staff verified every assertion.
The Auditor's property-fraud guidance describes official monitoring advice and recording contacts.
Compare names and parcels in the official index. If something appears wrong, contact Recording Services at 360-786-5405 or recording@co.thurston.wa.us and preserve the AFN.
Request Thurston County Public Records
Any person may request an identifiable agency record under the Washington Public Records Act. Residency does not matter. Within five business days, the agency must produce the record, acknowledge the request with a reasonable estimate, ask for clarification, or deny it. Court case files instead follow court rules, and vital or voter products follow their specific laws.
The county disclosure portal provides online, downloadable, mail, and in-person routes.
The form works best with a department, record type, names, date span, known parcel, case, or AFN identifiers, and a preferred format. Follow this sequence:
- Identify the office that created or keeps the exact record. Use its dedicated order channel when one exists.
- Check the public index and save the case number, parcel number, AFN, date, and name variants.
- Submit through the county portal, official email, mail, or counter. Describe identifiable records, not a broad topic.
- Track the acknowledgement, estimate, clarification, installments, and any exemption citation. Narrow a large request if needed.
- Ask for internal review after a denial. Washington law calls for review by the end of the second business day after the request.
- Custodian
- The office responsible for keeping and releasing a record.
- Index
- A finding aid with names or identifiers, not necessarily the document image.
- Certified copy
- A copy authenticated by the issuing office for an official use.
- Exemption
- A law permitting specified information to be withheld or redacted.
Lawful use. Open access never permits stalking, threats, repeated surveillance, or harassment. Washington criminal law still applies to misuse of released information.
